Job Purpose

The aim is to state the overall significance of the job from the organisation's perspective.
Responsible for directing the operations and managing the administrative affairs of the Fire Prevention in relation to FPC overall emergency planning and response strategy. Responsible to monitor the continuous improvement of emergency planning and strategies and mitigate all onsite emergency related risks.

Policies, Processes and Procedures

  • Maintain and update emergency planning & response and ensure regulatory requirements (HCI-SAF Directives) are complied.
  • Participate in the development of site-related emergency scenarios and review emergency response plan and strategy.
  • Develop action plan to meet annual and long term emergency planning and response objectives.
  • Process Administrator function and responsibilities for assigned FIMS system(s) and ensure implementation of system requirements.
  • Enhance stakeholder awareness on the emergency planning and response requirements and their responsibilities, including reporting of deficiencies.
  • Follows all relevant Safety & Fire policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner   
  • Development of Emergency Planning and Response System

  • FIMS improvement action plans, documentation and assessment review

Day-to-day management
  • Direct the daily operations for the Fire Prevention and evaluate to ensure a high level of performance.
  • Monitor and ensure all emergency response equipment is inspected, tested, maintained and available for use at all time.
  • Approve, review and monitor all emergency response equipment integrity and ensure equipment availability and interruptions are restored and put on service.
  • Monitor implementation of company approved and scheduled emergency drills.
  • Monitor deviations from approved budget and initiate corrective actions in order to control costs.
  • Participate in design change review by management of change committee for changes affecting emergency planning and response system.
  • Perform risk assessment for works and activities affecting emergency planning and response system.

  • Develop and implement operational plans to assure alternative courses of action which provide realistic operations for the Fire Prevention consistent with budget considerations.
  • Identify training needs of fire prevention personnel and ERT on their target training needs and other training requirements.
  • Ensure all emergency responding personnel are medically fit to perform emergency response functions.
  • Conduct system self-audit, function administrator system review and participate in internal audits.
  • Develop action plan to close findings of self-audit, internal audit and external audits.
  • Verify completion of action plan on findings of self-audit, internal audit and external audits    
  • Understanding of annual budget preparation.
  • Fire prevention competency assessment

  • Timely reporting to EHSS Manager and relevant committee on emergency planning and response issues, deficiencies, findings, changes, and actions.

Qualifications

University graduate or diploma in Fire Prevention discipline.

Experience

7+ years' experience as fire officer, fire marshal, fire inspector, fire engineer including exposure to a managerial role.
